The Academy Department, is located on Aegis Base with the aim to teach soldiers the skills and knowledge they will need to survive.

The UNSC in its attempt to maintain it's high standards of military training decided Aegis Base would be a suitable place for an Academy. The Academy department under the command of Major General Gibbs develops the recruits and turns them into men.
